Anti-flooding system

A simple, experimental anti-flooding system has now been implemented for the SLD batch system. Each time a job is moved from a generic queue to an execution queue the queuing priority of the first job belonging to each other user in the same generic queue is increased by 1, if the job priority was between 100 (the default for newly submitted jobs) and 200.

The intention is to favor the jobs of those who show restraint and submit only a limited number of jobs over those who submit many jobs. This scheme is experimental and your feedback is most welcome.
