P1 Filt: CDC TRACK + EC TAU

PASS 1 Filter Correlation Matrix.
The CDC TRACK trigger looks for two tracks above 750 MeV.
The EC TAU trigger looks for sufficient energy in a cone around the maximum energy direction.
