PASS 2 Filter Correlation Matrix.
The EIT2 filter starts from the PASS1 EIT filter and then
checks the clustered energies with a slightly higher threshold
than the readout threshhold.
The MUON filter starts from the PASS1 muon trigger and adds
a requirement that two CDC tracks be found back-to-back
passing near the IP.
